| Provision on the Youth Committee |
I.General provisions
1.1 Youth Committee of the Public Association “Reproductive Health Alliance” (hereinafter referred to as Youth Committee) is established, re-organized and terminated on the basis of decision of the General Assembly of the Public Association “Reproductive Health Alliance”.
1.2 Activity of the Youth Committee is not limited by time.
1.3 Address of the Youth Committee is the same as the legal address of the Reproductive Health Alliance.
1.4 In activity, the Youth Committee is governed by the present Provision, Charter of the Public Association “Reproductive Health Alliance” and Provision of the Public Association “Reproductive Health Alliance” (hereinafter referred to as “RHA”) on Youth Policy as well as the Kyrgyz Republic legislation.
1.5 Youth Committee is a structural subdivision of the Reproductive Health Alliance. It is not a legal entity and acts on the basis of the present Provision and Charter of the Reproductive Health Alliance.
1.6 Youth Committee has republican status; territory of its activity is the Kyrgyz Republic.
II. Aims and directions of the Youth Committee activity
2.1 Aim of the Youth Committee includes all-round support of the youth in the sphere of promotion and protection of reproductive health and rights:
- Provision of wide access to high quality information on family planning, sexual education and services on the basis of voluntary agreement and conscious choice to young people;
- Integrating efforts of all concerned organizations and individuals in information distribution among the population in the sphere of reproductive and sexual health by means of involvement of those entities into the Alliance activity;
- Maintenance and promotion of reproductive and sexual health of the youth;
- Promotion and protection of the main rights of the youth for free and conscious choice, related to their reproductive and sexual health;
- Provision the information about sexual and reproductive health, including the issues, related to family planning, as well as provision of corresponding services to the youth.
2.2 Major directions of the Youth Committee’s activity are as follows:
2.2.1. Training and preparation of young people in the sphere of reproductive health; arrangement of trainings, conferences and scientific symposiums;
2.2.2. Provision and distribution of the information about family planning, reproductive and sexual rights among the youth;
2.2.3. Provision of information, contraceptives and friendly services in the sphere of sexual and reproductive health and rights;
2.2.4. Development of projects and programs within the framework of the Reproductive Health Alliance activity;
2.2.5. Establishment of relations and cooperation with other youth organizations;
2.2.6. Events on promotion and propaganda of healthy life style among the youth;
2.2.7. Protection of the Alliance interests at all levels.
III. Structure and managing bodies of the Youth Committee
3.1. Supreme managing body of the Youth Committee is the General Assembly of the Reproductive Health Alliance.
3.2. On-site managing bodies include youth committees of the RHA Branches.
3.3. National Youth Committee is formed from Chairmen of Youth Committees of the RHA Branches. Chairman of the Youth Committee is elected from the Youth Committee members and approved by the General Assembly.
3.4. Youth Committees (5-7 people) of the RHA Branches are elected by the general meeting of the RHA members with the voting right at the age of 14-25 years old. Decisions of the Youth Committee of the RHA Branches are competent at availability of at least 2/3 of the Youth Committee members at the Youth Committee meetings. Chairman of the Youth Committee after his approval by the Branch Board automatically enters the Branch Board. If the age of Chairman or Youth Committee members exceeds 25 years old by the moment of work in the Committee, then the elected Chairman or Youth Committee members shall work on till the end of the electoral term.
3.5. Youth Committee has quorum, if at least 2/3 of the Youth Committee members are present.
3.6. Procedure for decision making by the Youth Committee is determined by common majority of votes from the whole number of the Youth Committee members. Common majority of votes is determined as 50% of votes and plus 1 vote.
3.7. Decisions of the Youth Committee, with regard to the Alliance youth policy on reproductive health, are accorded with the Alliance Board.
3.8. Youth Committee has the right to establish various commissions within the framework of its activity.
3.9. The Youth Committee authority includes:
- Decision making on establishment and abolition of the Youth Committee structures;
- Election of the Youth Committee Chairman;
- Introduction of changes and adjustments to the Youth Committee activity;
- Development of plans and programs of the Youth Committee;
- Approval of the youth policy decisions in coordination with the Alliance Board;
- Provision of proposals on activity, programs and strategic directions of the Alliance to the RHA Board for consideration.
3.10. Chairman of the National Youth Committee is elected for the period of two years. Chairman of the Committee is accountable to the Board and General Assembly of the Reproductive Health Alliance.
3.11. Chairman of the Committee
- Is a member of the RHA Board;
- Performs management of the Committee activity;
- Provides interrelation and coordination of the Youth Committee activity;
- Represents rights and interests of the Committee in relationship with government agencies, public and international organizations;
- Convokes members of the Youth Committee perforce, but at least once in half-year;
- Signs the Committee’s documents;
- Possesses the extra vote at equality of votes during decision making by the Youth Committee;
- Is accountable to the Board and General Assembly of the Reproductive Health Alliance.
IV. Property and assets of the Youth Committee
4.1. Monetary assets are used for achievement of the stated goals and regulated by the Youth Committee Chairman, Youth Committee and Board of the Reproductive Health Alliance.
4.2. The Committee uses property and assets of the Reproductive Health Alliance.
