| Provision on youth initiatives |
1. 1. General provisions
1.1 Young members of the Reproductive Health Alliance (hereinafter referred to as Alliance) are the one of the most important components of the organization. They should and may actively participate in the Alliance activity and management process. The Alliance should create corresponding conditions for implementation of young people initiatives.
1.2 Young members of the Alliance are determined by the following criteria:
1.2.1 Be the organization members;
1.2.2 Be at the age of 14-25 years old;
1.2.3 Be informed about the Alliance statutory documents.
1.3 Provision "On youth initiatives" acts at the level of Branch and Alliance as a whole.
1.4 Members of the organizations, members of the Youth Committee, Branch Board, Executive Body and National Board of the Alliance are governed by the present Provision.
2. Rights and obligations of young members:
2.1. Young members of the Alliance have equal rights and obligations, as other members of the organization, established by the Alliance Charter.
3. Participation of young members in organization management:
3.1 Young members of the Alliance have the right to elect and be elected into the managing bodies of the Alliance.
3.2 During election to the RHA managing bodies, including National Board and Branch Board, it is necessary to delegate at least 30% of young people from the whole number of candidates.
3.3 In accordance with the Provision “On Youth Committee”, the Youth Committee Chairman automatically becomes the Board member.
4. Participation of young members in the organization activity:
4.1 Young members of the Alliance have the right to participate in activity of the organizations and make their own contribution to its development.
4.1.1 As per results of activity in the Branch, young members may delegate their representatives to the Alliance annual youth forum for determination of priorities in the Alliance youth policy.
4.1.2 When hiring staff members to the National or regional offices and free-lance specialists, engaged in the project activity, for short-term period, the Alliance Executive Director shall maintain the quote for young people of at least 30%.
4.1.3 Members of the Youth Committee shall include the activity on attraction of new members and their training with regard to mission, role, aims and objectives of the Alliance into the structure of training events and seminars.
4.2 The Executive body shall monthly arrange meetings with young members of the Alliance to develop joint calendar working plan for the youth.
4.3 The Executive body shall assist the young members in preparation of projects on their activity.
4.4 Managing and Executive bodies of the Alliance shall create conditions for young members for performance of the activity, which does not contradict the Charter:
4.4.1. The Board of Branches shall arrange extended meeting with participation of the Youth Committee members, at least once in a quarter, to consider the youth policy issues, projects and initiatives of the Youth Committee.
4.4.2. The Youth Committee has the right to include the proposals on activity of the Alliance young members into agenda and provide them for consideration by the Board.
4.4.3. The Executive body shall perform analysis of the necessity in training of the Alliance young members at least once in 6 months and develop plans for such training arrangement.
4.4.4. When determining the Alliance participants in training and other events, such as conferences, meetings, seminars, trainings, round tables etc. at national, international and regional levels, the proportion of young people shall constitute at least 30%.
5. System of young members motivation
5.1 At initiative of the Alliance Branches, annually at the national level, the General Assembly distinguishes the most active young members with memorable signs in the form of corporate materials with the Alliance corporate logo, lapel badges etc.
5.2 Branches may use their own means of young members motivation after consideration and approval by the Board.
5.3 As possible, the Alliance establishes the funds for young members support in training, development and promotion in the sphere of sexual and reproductive health in the form of stipends, rewards, one-time grants and other material incentives.
6. Procedure for activity of the Youth Initiatives Support Fund:
6.1 The bank of project ideas should be formed in each Branch, where the executive body may render assistance in formation and development of project initiatives of the Alliance young members within the framework of the Alliance strategic plan.
6.2 Annually the National Board members and the Youth Committee shall consider project ideas and determined priority for financing at the joint session.
6.3 The Executive Body assists in promotion of mini-projects and deals with the search for additional co-financing. Amount of the project financing depends on the selected applications number.
6.4 The Youth Initiatives Support Fund supports those projects, which have been developed and will be promoted and implemented by young members of the Alliance.
6.5 Managing and Executive bodies support young members through:
- efficient adjustment of projects;
- training and preparation of young members;
- financial and program reporting.
6.6 In cooperation the Board members, the Youth Committee and the staff members perform expertise of youth programs, monitoring and evaluation of the young members’ activity.
6.7 Annually at the Youth Forum, the Youth Committee Chairman shall report on the activity results and implementation of mini-projects as well as perform analysis of achievements and problems.
7. Development of young members potential:
7.1 On the regular basis, the Board, the Youth Committee and the Executive Body shall develop the trainers network on moral-sexual education in accordance with the principle “Equal to Equal” by means of training, re-training and workshop, arranged for young trainers at least once in a quarter.
7.2 On the regular basis, the Board, the Youth Committee and the Executive Body of Branches shall arrange training of young members with regard to the statutory documents, strategic framework, Provision on Youth Committee and Provision on Youth Initiatives etc.
7.3 On the regular basis, it is necessary to provide young members with the information about changes in the sphere of sexual and reproductive health and rights in the country and in the world.
7.4 At least once a year, members of the Youth Committee and the Board shall support and promote the report (speech) on sexual and reproductive health and rights of the youth and adolescents in the region. It is necessary to present such report at local, regional or national level.
7.5 At all levels, the Alliance shall support and promote participation of young members in international networks for information and experience exchange, such as Y-SAFE (European Network of the International Planned Parenthood Federation); Y-PEER (United Nations Population Fund).
7.6 The Alliance shall support participation of young members in development of the policy and decision making processes at levels of various non-commercial organizations, communities, youth movements for promotion of the Alliance mission.
8. Execution and control over the Provision compliance.
8.1 Control over compliance with the present Provision clauses is performed by the Alliance President, the National Board and the National Youth Committee at the level of the Alliance; and the Board and the Youth Committee at the level of the Branch.
