ABORTIONS
View: Men and women in Kyrgyzstan stopped using abortions as the method of Family Planning; and the last ones exercise their right for access to Safe Abortion services based on informed choice and social justice.
Goal: Safe abortion is an accessible technology for all women in Kyrgyzstan; the society recognizes the rights of the women to choose and have access to safe abortion.

1. To train hospital specialists, regardless of the pattern of ownership, the issues of pre- and post-abortion counseling and safe abortion technologies and to provide supervision of the use of knowledge obtained.
2. To accelerate introduction and promotion of new SA technologies in the service system, especially in rural areas.
3. To join the expert groups and commissions of all levels and to take part in monitoring and evaluation of quality services and to obtain the use of only registered and certified drugs and medical items.

ADVOCACY
View: Men and women as well as young people have an opportunity to satisfy their rights for SRH; the government has an effective mechanisms for realization of SRHR guaranties, whereas the civil society participates and influences the decision making on the issues of SRHR.
Goal: All sectors in Kyrgyzstan actively and efficiently interact for improvement of the SRHR situation.
Objective 1
To strengthen the commitment of KR Government to implementation and observance of guaranties and obligations on SRHR towards the population.

1. To promote introduction of effective mechanisms and procedures on implementation of laws and international obligations on SRHR beyond the population.
2. On an ongoing basis to analyze the policy of the Government on SRR and any changes in compliance with the IPPF Charter and international obligations.
3. To lobby reasonable legislature in compliance with the international standards in the field of SRHR as well as in the field of charity, social order and tax remissions for health system through party factions, committees, deputies of Jogorku Kenesh KR and decision makers.

To increase the level of Government’s accountability and transparency in SRHR issues.

1. To develop the system of monitoring, evaluation and accountability of the Government in relation to SRHR with the involvement of different branches of government and the representatives of civil society.
2. On behalf of SRHR Coalition to make inquiries and to initiate public/social hearings and reports of the KR Government and the Parliament concerning SRHR issues.

HIV/AIDS
View: The risks of HIV transmission and its expansion are reduced to a minimum level in the country; PLHIV use services and get support on the issues of SRH.
Goal: People in Kyrgyzstan are informed and able to exercise their right for protection against HIV and STIs; the existing systems assist the integration of SRH and HIV, and people living with HIV (PLHIV) have access to SRH services.
Objective 1
To assist in reduction of social, political, and cultural barriers and negative attitude to the issues of prevention and protection from HIV/AIDS and STIs.

1. To draw attention of the publicity and to increase sensitivity to the problems of HIV/AIDS and STIs prevention and to strengthen its commitment to promotion of these issues.

To increase the level of SRHR awareness informing of men, women and young people.

1. To participate and to involve the civil sector into monitoring and implementation of the second stage of the National Strategy for Protection of SRH.

To promote access for men, in particular those from the target groups, to the services and to enhance their involvement in tackling SRH problems.

To improve access of young people and teen-agers, in particular those from target groups, to SRH services through creation and development of YFC (youth friendly clinics).

1. To promote application of the standards of Youth-Friendly Services at all levels.
2. To assist in establishing the youth friendly clinics and training specialists, especially in rural zones.
3. To use SRH partnership network and Coalition to encourage young people and adolescents from target groups for utilizing YFS.

Goal: Youth and adolescents are aware of, and use the skills on the issues of sexual and reproductive health and rights; they are on equal basis with the adults involved into the process of policy development and decision-making in SRHR.
Objective 1
To enhance the potential of young people in preservation of SRH and advancement of their rights.

1. To proceed with maintaining the development and implementation of the SRHR peer-education programs and to form national and regional teams of educators.
2. To involve young people into SRHR advocacy programs.

Goal: PU RHAK is a democratic and sustainable organization that operates in compliance with the transparency and openness principles and is managed by well-trained leaders who take reasonable decisions as well as by balanced and qualified staff team and supported by motivated volunteers who work jointly as a well-coordinated team. The organization has diverse sources of funding, developed informational and technologic capacity and developed/sustainable standards and practices of providing services and management. Thus, the organization is attractive for staff members and volunteers as well as for the clients as they are provided with quality and confidentiality of services.

View: The Alliance Management elected based on the democratic principles with obligatory representation of youth and with regard for gender equality, has knowledge and skills in SRHR lobbying and advocacy as well as experience in attracting resources, has leadership skills and strategic thinking as well as influence, and cooperates on an ongoing basis with the organization members, national and international partners; and is committed to the matters of the Alliance and SRHR promotion and efficiently guides the organization, branches, youth committees and attracts resources for Alliance activity and bear responsibility for the decisions made.

To improve the skills of NB, BB, YC in NGO management and SRHR promotion.
