Youth and adolescents
Aim
Youth and adolescents should be informed about their sexual and reproductive health and rights. Alongside with adults, they should be involved into the policy development and decision making process in the sphere of sexual and reproductive health and rights.

Objective No.1
Strengthen potential of the youth in the sphere of sexual and reproductive health and rights.
|
Strategies:
1. To work out and develop the program of moral-sexual education, information provision and teaching the safe behavior skills; promotion of healthy life style, prevention of harmful substances usage.
2. To involve young people into working out, development and implementation of the programs of equal education in the sphere of sexual and reproductive health and rights.
3. To develop personnel potential and material-technical base of the Youth Committees of the Reproductive Health Alliance.
4. To involve young people into arrangement of advocate events on sexual and reproductive health and rights.

Objective No.2
Increase participation of young people in managerial system of the Reproductive Health Alliance.
|
Strategies:
1. To increase responsibility and provide stronger involvement of the Youth Committees of the Reproductive Health Alliance into the processes of development and implementation of political decisions at all levels (within the framework of the Reproductive Health Alliance as well as at local and regional levels).
2. To systematize reporting of the Youth Committees of the Reproductive Health Alliance and to improve quality of accounting of members and membership fees by means of strengthening work with database.

Objective No. 3
Eliminate communication barriers between young people and adults both inside the Association and in the society.

Strategies:
1. To establish partner relations with parents and teachers organizations as well as with local officials to strengthen perception of young people as equal partners by adults.
2. To assist and promote youth initiatives.

HIV / AIDS / Sexually-Transmitted Infections
Aim
All people in Kyrgyzstan have the right to protect themselves from HIV/ Sexually-Transmitted Infections; whereas people, infected with HIV, have access to medical treatment and services.

Objective No. 1
Promote decrease in social, political and cultural barriers as well as in negative attitude to the issues, related to prophylaxis and protection against HIV / AIDS and Sexually-Transmitted Infections
|
Strategies:
1. To develop the strategy for coalition establishment with key organizations on prophylaxis HIV/AIDS; to coordinate joint activities on elimination of social, political and cultural barriers and negative attitude to the issues, related to prophylaxis and protection against HIV / AIDS and Sexually-Transmitted Infections.
2. To strengthen commitment and support in the issues, related to prophylaxis of HIV / AIDS, on the part of publicity, population and corresponding organizations and institutes.
3. To involve people, infected with AIDS, and people concerned into the Reproductive Health Alliance activity on prophylaxis of HIV / AIDS.

Objective No. 2
Promote development of the medical workers skills in rendering friendly services, including pre- and post-testing consulting on the issues, related to HIV / AIDS and Sexually-Transmitted Infections

Strategies:
1. To develop the concept for provision of friendly services on the issues, related to HIV/AIDS.
2. To promote standards and to perform monitoring of quality of pre- and post-testing consulting at the level of primary chain.
3. To train medical workers with regard to pre- and post-testing consulting and provision of friendly services.

Objective No. 3
Increase understanding of the HIV / AIDS and Sexually-Transmitted Infections prophylaxis importance among young people, medical workers, risk groups, general population and individuals, making decisions.

Strategies:
1. To develop the program for evaluation of the situation with regard to HIV / AIDS and Sexually-Transmitted Infections in the country.
2. To develop information-educational programs of the Reproductive Health Alliance, aimed at young people, with regard to prophylaxis of HIV / AIDS.
3. To assists in implementation of the Law on HIV/AIDS at the local level.
4. To involve individuals, making decisions in the sphere of prophylaxis of HIV / AIDS / Sexually-Transmitted Infections, into activity of the Reproductive Health Alliance.

Abortions
Aim
Men and women no longer regard abortions as the family planning method; women use safe abortion services only on the basis of the conscious choice.

Objective No. 1
Improve access of the population to information and educational programs in the sphere of family planning, safe abortion, including pre- and post-abortion consulting.

Strategies:
1. To use partnership network of the PoM project for further development of the programs on sexual reproductive health and rights/family planning for refugees, migrants and traffic victims.
2. To teach medical workers with regard to pre- and post-aborting consulting, including family planning issues.
3. To arrange information-educational campaigns for prevention of abortions among the youth and adolescences as well as for formation of commitment to contraceptive means usage.

Increase involvement of men in the family planning process for the purpose of unwanted pregnancy and abortion prophylaxis.

1. To assist in formation of men’s responsibility with regard to the issues, related to abortion and contraceptive means usage.

1. To promote development of potential of medical workers and employees of the Family Doctors Groups in the sphere of rendering services on safe abortion.
2. To involve medical workers and professionals into the programs on sexual and reproductive health and rights, implemented by the Reproductive Health Alliance, with regard to new technologies used in the abortion procedure.
3. To advance introduction of new technologies in the abortion procedures into the system of services, rendered in Kyrgyzstan.
4. To develop the program and monitoring instruments for evaluation of the situation in the sphere of abortion services.

Aim
Men and women of reproductive age, including young people, have free access to high quality information and services on sexual and reproductive health and rights as well as the possibilities to execute their sexual reproductive right on the basis of free conscious choice.

Increase information awareness of men and women, including young people, in the sphere of sexual and reproductive health and rights.

Strategies:
1. To strengthen cooperation with existing partners and to attract new partners to elimination of various barriers, preventing distribution of the information about sexual and reproductive health and rights.

Advocacy
Aim
All sectors in Kyrgyzstan actively and efficiently cooperate in their efforts to strengthen sexual and reproductive health and promote observance of the population rights on the basis of jointly developed National Strategy.

Objective No. 1
Enhance cooperation between civil, governmental and business sectors for development and implementation of programs on improvement of quality of services and access to them.
|
Strategies:
1. To develop the information campaign on protection and propaganda of sexual and reproductive health among the population, with participation of all sectors of the society.
2. To establish relations and cooperation with the key public persons (including religious leaders) to involve them into the programs on sexual and reproductive health and rights and family planning.
3. To establish partnership with representatives of various sectors for high quality monitoring and evaluation of services in the sphere of sexual and reproductive health and rights.

Improve the mechanism of Laws execution and policy development in the sphere of sexual and reproductive health and rights.

Strategies:
1. Within the framework of partnership with governmental and international structures, it is necessary to develop efficient mechanisms for execution and observance of Laws in the sphere of sexual and reproductive health and rights.
2. To cooperate with governmental structures in the sphere of development of the legislation on support of the NGO activity, operating in the sphere of sexual and reproductive health and rights.
3. With the help of the Jogorku Kenesh deputies and individuals, who make decisions, it is necessary to lobby supportable legislation in accordance with the international standards in the sphere of sexual and reproductive health and rights, charity (tax legislation, social orders etc).
4. To develop the system of monitoring over execution of laws in the sphere of sexual and reproductive health and rights at all levels.

Enhance involvement of the commercial sector into the programs on sexual and reproductive health and rights.

Strategies:
1. To establish partnership with the private sector for support of the programs on sexual and reproductive health and rights, based on the principle of mutual cooperation; to stimulate business structures for philanthropy and charity.
2. It is necessary to change the attitude of governmental and commercial structures to participation in the programs on sexual and reproductive health and rights, including those programs financing.

“REPRODUCTIVE HEALTH ALLIANCE” INTERNAL DEVELOPMENT STRATEGIES
Objectives
Public association “Reproductive Health Alliance” is a democratic, sustainable association, headed and managed by trained leaders, who make qualitative decisions. This association is operated by well-balanced and skilled personnel and supported by motivated volunteers, working cooperatively as one team. Organization has various sources of financing, well developed informational and technological ability, as well as developed/stable standards of management and service provisioning practices. Thus, this organization is attractive for personnel, volunteers and for clients, for which confidentiality of services is provided. “Reproductive Health Alliance” is also supported by the partners in Kyrgyzstan and partners from other countries.
MANAGEMENT

Task 1
Improve management skills.

Implementation strategy:
1. To ensure experience and information exchange with other associations – the members of International Planned Parenthood Federation (IPPF).
2. To develop human resource management policy and personnel policy.

Consolidate vertical and horizontal relations between National Board, Youth Committee and Branches.

1. To maintain arrangement of systematic meetings between National Board, Youth Committee and Branches.

3. To facilitate relation and exchange of information between brunches and the Board by means of timely entering of information into electronic database of the “Reproductive Health Alliance”.

Increase the quality of decisions made and ensure control over execution of these decisions.

1. To develop expert’s database (on-site monitoring and assessment).
2. To develop personal monitoring and evaluation system for branches, National Board and personnel.
3. On the permanent basis to conduct qualitative analysis of the decisions made on the level of association, on the national level (National Board meetings) and on the level of Branches.

Increase the role of the Youth Committee in the decision making process.

1. To define competence of Youth Committee in the field of monitoring and evaluation activity of Branches and “Reproductive Health Alliance”.
2. On the permanent basis to conduct joint and extended meetings with participation of the National Board and Boards of Branches for the discussion of issues, related to the activity of the Youth Committee .
3. Adopt regulation on “Youth Initiatives” and facilitate its implementation at all levels within “Reproductive Health Alliance”.

TECHNICAL AND MANAGERIAL SKILLS AND POTENTIAL

Task 1
Improve skills of members and personnel in the sphere of usage of information technologies.

Implementation strategy:
1. To provide systematic training for the Alliance members on IT technologies, including work with web-sites and database.
2. To arrange monthly electronic forums with participation of full-time employees, members of the Board and Youth Committee on the management issues.
3. To enhance the usage database for increasing the members’ potential.
4. To apply electronic mailing for the timely distribution of information to the branches.

Task 2
Improve technical facilities of the Branches by means of fundraising.

Implementation strategy:
1. To arrange fundraising campaign for the replacement and maintenance of telephone lines, particularly digital telephone lines, for the improvement of Internet access in the Branches.
2. On the permanent basis to conduct inspection of the technical facilities and undertake actions for its improvement and modernization.

Enforce potential (including personnel) of the Branches.

1. To create training system for the Board members/Youth Committee on the management and administration issues, as well as on maintenance of software documentation.
